The Jharkhand High Court has directed withholding a district officer’s salary until a retired clerk receives his pension and retirement benefits, which were delayed for 13 years because his service book was missing. The court said earlier orders were not followed by the transport department, and it imposed the action to force compliance and ensure the employee’s dues are paid.
